However, it obscures the importance of the Commission's achievements between 1958 and 1975. The greater involvement and steering powers in the regional sphere which the Commission requested in its proposals for the 1988 reform, were arguably acceptable to the Council precisely because at this stage 'European' level scrutiny was, from the perspective of the rich Member States, an important way of retaining some control over ways in which the increased 'European' financial resources were spent 'elsewhere'.
